Motor Vehicle Amendment Bill Passed: What You Need To Know
The Bill amends the Motor Vehicles Act, 1988 to address problems such as third party insurance, regulation of taxi aggregators, and most importantly road safety.
Back in August 2016, a bill was introduced in the Lok Sabha that urged modifying the Motor Vehicles Act. The changes directed in the bill ranged from increasing penalties to improving services for disabled people.

The Union Cabinet Ministers have approved the amendments to the bill on March 31, 2017, and on April 10, 2017, the bill was passed in the Lok Sabha.
Here is what you should know about the Motor Vehicle Amendment Bill:

1. As per a report of PRS India Legislative, under the act, the liability was unlimited for the third party insurer in case of motor vehicle accidents. However, the amended Bill caps the maximum liability at Rs 5 lakh in case of grievous injury and Rs 10 lakh in case of death.

2. In case you are found driving rashly and not following traffic rules, it will lead to 20 times that of the current charges. Offences such as driving without a license had attracted a fine of Rs 500, will now attract a penalty of Rs 5,000.
3. If found driving with a disqualified license which will attract a fine of Rs 10,000 up from Rs 500 previously.

4. Three-year jail term for parents of juvenile caught driving and causing fatal accidents along with Rs 25,000 as fine.
5. Not wearing a seatbelt will attract a fine of Rs 1,000 up from Rs 100.

6. Not wearing a helmet will attract Rs 1,000 with the disqualification of license for three months.
7. A new penalty of Rs 10,000 for not providing the way for emergency vehicles.

8. Rs 2,000 for driving without insurance, which has been increased from Rs 1,000.
9. In case found overspeeding, a fine of Rs 400 was levied; however, under the new amendment, you will be fined Rs 1,000 for LMV and Rs 2,000 for Medium Passenger vehicles.

10. As for drunken driving, the penalty has been increased from the current Rs 2,000 to Rs 10,000.
11. For all those racing or speeding, Rs 5,000 will be levied from the current penalty of Rs 500.

12. In the case of violation of rules of the road will attract Rs 500, up from Rs 100.
13. Officers can impound and suspend the license for the above violations.

14. Offences committed by enforcing authorities will attract twice the penalty under the relevant section.
